It's not the growth of San Diego's population,
but how we govern it as a region, that will determine
our quality of life. Will San Diego continue to
sprawl, as it has in the past, or will we pursue
the path of "smart growth?" By investing
in older communities, we can increase density,
but still create amenities such as public spaces
and practical public transportation, essentially
becoming a city of villages. The greatest challenge
of growth is to manage it without creating negative
impacts such as gentrification of older urban
neighborhoods.
